House Democrats and some Republicans pass Harvey aid and debt ceiling bill

The Senate passed it yesterday The vote was 316 for and 90 against. All of the 90 against were Republicans. The bill included $15.25 billion in disaster relief and a 3 month suspension of the debt limit.
