USD/JPY Analysis: Yen Weakness Persists Despite Intervention Efforts

Market Overview: USD/JPY at Multi-Decade Highs

The Japanese yen has depreciated to its lowest level against the US dollar since 1986. Despite Japanese authorities spending 11.73 trillion yen (approximately $71.9 billion) on currency intervention between April 28 and May 27, the USD/JPY pair continues to reach fresh 40-year highs, indicating that intervention has only delayed rather than reversed the trend.

Broad-Based Yen Weakness

The issue extends beyond the USD/JPY exchange rate. The Bank of Japan’s nominal effective exchange-rate index has hit record lows this year, reflecting the yen’s decline against a broad basket of currencies including the euro and the pound. This sustained weakness presents significant challenges for the Japanese economy, specifically by fueling imported inflation and reducing household purchasing power.

Monetary Policy Dilemma

The Bank of Japan faces a difficult balancing act between maintaining an ultra-loose policy to support recovery and tightening rates to curb inflation. Current market sentiment, reflected in a recent Reuters poll, suggests that 86% of economists anticipate the overnight rate rising to 1.25% by the end of December. Many analysts argue that the central bank is currently moving too slowly to address core inflation.

Fiscal Sustainability and Yield Control

Concerns regarding Japan’s fiscal sustainability remain a primary driver of yen weakness. Deutsche Bank suggests that substantial growth initiatives could force authorities to shift priorities from defending the currency to managing government bond yields. With Japanese government bond yields at multi-decade highs, rising debt-servicing costs have become a primary concern for market participants.

Technical Outlook

From a technical perspective, the daily USD/JPY chart displays an inside bar formation. A long lower wick suggests exhaustion among sellers, increasing the potential for the pair to test resistance levels at 163.7 and 164.8. A failure to maintain consolidation above these levels could serve as a technical signal for a shift in momentum toward the downside.
